Automatic Upgrading of Positions for Eligible Public School Teachers through ERF Scheme

AUTOMATIC UPGRADING OF POSITIONS FOR ELIGIBLE PUBLIC SCHOOL TEACHERS THROUGH EQUIVALENTS RECORD FORM (ERF) SCHEME
(D.O. No. 52, s. 1999)

      School Superintendents

1. It has been observed that many teachers retire as Teacher I despite having served for 20 years or more. An application of the ERF Scheme should have upgraded the positions of these teachers. It is possible that many teachers are unaware of the opportunities offered by such scheme or do not bother to apply because of the documentary requirements.

2. As a manifestation of the DepEd concern for the welfare of these teachers and to provide adequate recognition for dedicating the best years of their life to teaching, regional/division offices are hereby directed to upgrade the positions of teachers entitled to “automatic position upgrading”.

3. Automatic Position Upgrading is hereby defined as adjustment of salary given to Teachers I who have rendered 20 or more years satisfactory teaching service without the need for filing an application to ERF upgrading.



4. The computation of the length of service shall include only the years of teaching experience which were not credited in the computation of step increment due to length of service as provided under Joint CSC-DBM Circular No. 1, series of 1990.

5. The salary increase corresponding to the upgrading of the position shall be effected through the issuance of Notice of Salary Adjustment by the Schools Division Superintendent or Head of the School for secondary schools. The teacher shall be given the salary rate of the new salary grade corresponding to his designated salary step.

6. Division offices are directed to identify the teachers who meet the length of service requirement provided herein. Priority shall be given to teachers who meet the length of service requirement at earlier dates. However, retirable teachers shall be given priority.

7. Certification as to qualified teachers shall be submitted to the regional director by the division superintendent concerned as bases for payment in addition to the Notice of Salary Adjustment and Service Records.



8. Funding for the initial implementation of the salary upgrading provided shall be charged against the allocation for salary adjustment based on Equivalents Record Form and savings from personal services of the concerned division and schools in the case of secondary school teachers, subject to the approval of the DBM and existing accounting and auditing rules and regulations.

    sa palagay ko po di natutupad yan, noon may ipinalabas na na ganyan pero di naman natupad.. Sa akin na lang 38yrs in service teacher 1, ang loyalty 1 beses pa lang nakatanggap simula ng pumasok ako.. Pero sa sarili ko po talagang God is good kahit di ako itaas ng position salamat sa mga teachers sa maraming lugar na tumatangkilik ng mga aklat kong nagawa.. Prayers ko po sana patas na kalakaran din sa mga guro ang ipatipad dahil kawawa naman ang mga guro na laging nakatutok sa pagtuturo ng kanilang mga bata...

      tama po kayo Maam. ako more than 20 yrs na rin pero T1 pa rin.Nauunahan pa ako ng mga baguhan na malapit sa principal. May masteral units naman ako kaso 18 units lang.

    Kung totoo man yong balita masaya ako dahil ang guidelines kasi sa promotion sa mga teachers pag wla kang Masteral units na 21 unit hindi ka pwede ma promote or ma reclas.kagaya ko wla po akong Masteral units dahil ayoko ko pong magutang ng malaki para sa pag aaral nang aking masteral dahil ako lng po ang bumubuhay sa aking pamilya ayaw ko pong mabaon sa utang dahil lng ba hindi ka ma promote pag wla kang masteral sana hindi itan ang basihan sa promotion kundi sa outputs ng mga guro sa kanyang pagtuturo sa kanyang mga mag aaral dapat tingnan ng mabuti ng kagawaran ang dedications ng guro bago siya i promote kung kaaya aya ba siya na i promote hindi sa mAsteral kasi po hindi dapat na yan ang basihan at bigyan ng malaking weights sa promotion kasi kawawa yong guro Nakinakapos sa pera kasi mahal ang bayad sa mastral ayokong suungin ko ang hindi ko kaya financially ayaw ko malagay sa langanin ang aking pamilya dahil lng sa aking sariling inters para ma promote.Tumaad nga ang aking sahod pero nababaon naman sa utang kasi tubo kasi ang pera kong inuutang pambayad sa aking pagmamasteral kaya hindi ko mafefeel ang incres sa aking salary kasi binayad sa utang sa pag mamasteral.Kaya mas hinahangad ko nalng na manaliting teacher1 kaysa mabaon sa utang ang importante financial management ang aking pinairal sa aking sahod gaano man ito kaliit ang importante wla po akong malaking utang at happy ako na magreretire akong teacher1.

    depende lng cguro sa division..in my former division ang bilis ng promotion..kahit mhigit 3 years plng in service tas my 36 units sa masteral..bilis naapprove ng erf..

    Hay nako...! ang step increment ko nga, 2 yrs na di pa rin na implement...for the nth time na akong pabalik balik sa mga taong dapat nag up grade sa increment (step) ko..

    Hindi po ako nakatanggap ng loyalty pay ko ika 25 years in service dahi on leave daw ako sa petsa ng date of appointment ko dahil nagkasakit ako .Makukuha ko pa ba ito?

    Sana ang DepEd ay maka teacher, ako 32 years in service , my last promotion since 2005 pa. Sana pakinggan nila lahat nang teachers na qualified salamat

    Paano po ang aking status na demote sa Teacher II SHS- mula sa Teacher III Junior HS,27yrs na po ako sa Deped, with 30 units in MSHE
    at lumipat ng isang school's Division? Pwede po ba ako sa Automatic Upgrading? salamat.

      Marami po mga teachers na hindi na promote kahit magagaljng dahil lang sa masteral na mas mahalaga bigyan ng pansin kung paano naiambag ang kanyang sarili sa kanyang trabaho. Sinasabi nalang Diyos na ang bahala na sana may sapay na guidelines kung paano ilapag ang promotion. Tayo ay puro sana magbago na kalakaran ...sapat at iisang guidelines lang kung paano si teacher umangat ...tulongan natin buhay ng mga guro..iwan na sana na naman ang pahirapan sa hindi gusto na enpromote at madali lang sa gustone promote.

      kahit tapos na sa Maed mam pahirapan pa rin pag walang kapit at iniipit. sana really may pagbabago na para may biyaya sa Diyos sa lahat maganda ang takbo nh buhay at matiwasay at walang konsensiya sa sarili na na promote ka sa isang bagay na hindi will ng Diyos.Anyway God will judge us individually someday.

    same here po...2009 last promotion ko to T2, na stock po dahil 18units lang ang masteral ko..sana po mabigyan ng pansin...

    Sa akin,sa Division of Cam. Sur halos 3years na pinasa ko ERF requirements sobra na po ako sa no. Of hours & CAR certification wala pa gnagawa Division Office. 25 years na ako in srvice.

KASI BA NAMAN BAGO MA PROMOTE ANG TEACHER GAGASTOS MUNA SA MGA TRAININGS (Municipal, Provincial, Division, Regional, District and International levels) tapos ARTICLES, Innovation, IGP, CBP, idagdag mo ang Master and Doctorate degrees!!! para lang makakuha ng points for promotion...only in deped po...

    Ako nga 2011 naka grad ng MAED T3 ayaw payagan na mag apply as MT1 Kasi major ako ng H.E..peeo di nagturo ng H.E..itinuro ko ay Values Ed..then inilipat ng Principal sa Math..naging deped.ncr scholar sa non math major but teaching mathematics sa UST grad achool..teaching Mathematics for 21 years now ..at ayaw akong pakuhanin ng exam sa MT.. MAED ako major in Ed.Management...di naman ako pwede sa H.E kasi di ko un itinuro..at di rin pwede sa Values dahil 1year ko lang itinuro... So saan ako.. 11years na akong T3
