GUIDELINES ON INTERZONAL MOVEMENT DURING THE IMPLEMENTATION OF ECQ AND GCQ
The non-essential entry and exit of people to and from the ECQ shall be PROHIBITED, except:
- Health workers
- Government officials and government frontline personnel
- Those traveling for medical or humanitarian reasons
- Persons transiting to the airport for travel abroad
- Workers in permitted establishments and persons providing essential goods and services and public utilities
- Essential skeletal workforce
- Repatriated OFWs and non-OFWs returning to their residences,
- Other persons transported through the efforts of the national government upon conduct of the necessary quarantine protocols and in concurrence with the receiving LGUs
The movement of all types of cargoes by land, air, or sea within and across areas placed under ECQ or GCQ shall be unhampered.
Workers in the logistics sector, shall be ALLOWED to transit across areas placed under ECQ or GCQ provided, that only a maximum of 5 personnel may operate cargo and delivery vehicles by land, with or without load.
LGUs and local health units are enjoined NOT to issue orders that hamper the movement of cargo such as, but not limited to, requiring asymptomatic personnel of delivery vehicles to undergo mandatory 14-day home quarantine.
Strict social distancing measures must be strictly observed, which may include the putting up of additional safe and humane seats or space in the vehicles.
PNP to continue inspection procedures in checkpoints to ensure compliance with strict home quarantine protocols.
Land, air, or sea travel by uniformed personnel and government officials/employees for official business, especially those transporting medical supplies, laboratory specimens, relief, and humanitarian assistance related to COVID-19, are ALLOWED.
OFWs, permanent residents of foreign jurisdictions, and stranded foreign nationals may leave for abroad through any of the airports or seaports in areas placed under ECQ or GCQ without any impediment.
Outbound travel by Filipinos to countries where travel restrictions are in place are NOT ALLOWED.
Departing passengers to an international port are allowed only a maximum of 1 companion, who shall be ALLOWED to return to his/her point of origin.
Unhampered transit to their final destination in the Philippines for repatriated individuals with DOH or LGU certificate of completion of the 14-day facility-based quarantine, or those required to undergo a mandatory 14-day home quarantine.
LGUs are enjoined to allow maritime vessels or aircraft in transporting the said individuals to dock or land at their ports of destination.

ReplyDeletehow about entering from a GCQ province to a GCQ province like. bukidnon to cag de oro due to work purposes , is it possible bringing only quarantine pass and workpass issued by Lgu of his/her hometown?
ReplyDeleteIf we are from balanga bataan and we need to fetch our children from cavite on may 16, do we still need to bring travel pass? How about them, do they also need to have t.pass? Our children are among the students stranded due to the ECQ.
