Secretary Amenah "Mina" F. Pangandaman of the Department of Budget and Management (DBM) announced that the Philippine government expects to complete an extensive study on the potential salary increase for government employees by the first half of 2024.
This effort, led by the DBM and the Governance Commission for GOCCs (GCG), is designed to provide a fair and competitive compensation package in line with the government's commitment to building a resilient, forward-thinking civil service.
Secretary Pangandaman explained that the rising costs of basic goods and services necessitate a reevaluation of the current compensation for government workers. To address this, the DBM and GCG have commissioned a consultancy to undertake a Compensation and Benefits Study in the Public Sector this year.
The goal is to develop a compensation strategy that is competitive, financially viable, and just. “The adjustments in compensation will not only reflect inflation and cost of living increases but also align with standard market practices to ensure that government positions remain attractive and competitive with the private sector,” Secretary Pangandaman emphasized, adding that any changes must be financially sustainable for the government.
The ongoing study will assess various elements of the existing compensation system, such as salaries, benefits, and allowances, to pinpoint improvements. By comparing these with private sector standards and considering inflationary impacts, the government aims to create a just and sustainable pay structure that boosts the welfare and efficiency of its workers.
Secretary Pangandaman noted that the findings from this study will guide necessary adjustments to the Total Compensation Framework (TCF) for civilian government personnel, ensuring timely and equitable salary revisions. These improvements might include salary increases, modifications in benefit rates and allowances, and refinements to the existing compensation framework, with funding sourced from the FY 2024 General Appropriations and future budgets.
